So, this question comes up every so often and is very debatable.
What are your qualifications for a movie to be considerd ACTION!

I think maybe the percentage of the film that involves action scenes can be important

Not bad. At least, say - 45% should be action? Even more, right? LOL!

Maybe also what the viewer remembers most after leaving the film.

What I always find interesting is how it seems to be important to establish a plot - basic storyline and at least surface depth to the characters.......but great action movies often don't go any further than that and probably shouldn't. Then I would be a four hour long movie with the same amount of action - perhaps not very good anymore

I look for a thin plot that allows for more action. What plot there is should be written in a way that takes little dialouge, more body action. Example: First Blood. Very little talking, lots of Rambo in the woods. This I love.

One of my personal favorite things about an action movie that i think all should have is something personal that happens to the main character that really makes me care about the character. Whether it's a family member that gets kidnapped and the bad guy makes a ransom but doesn't know the good guy sets out to find the kidnapper and "take him out." Or a more sad thing happens where the bad guy kills the good guy's wife or family member and just really sets the good guy off. ...Looking for vengence...something that makes me feel attached to the good guy and something that makes me hate the bad guy and makes me root for the good guy. And while the good guy makes his way to the bad guy, the good guy gets into a war with the bad guy's little army or something like that and the good guy, alone, just takes them all out.
Whether there are guns and explosions, or there's a really great hand-to-hand combat scene at the end of the movie, those are some of the biggest things i look for in an action movie. i always especially like it if the climax of an action movie is hand-to-hand combat, i think it's so exciting.
One other thing i keep my ears open for is the music. i personally think the music is also really important to an action movie, it helps me remember it more, and at the craziest part of the movie, it can make my heart beat twice as fast than it already is!
i also go both ways in terms of how much of the movie should be action or shouldn't be. i think it really depends on the movie. Like The Expendables...it's just jam packed with action pretty much the entire movie, and i think that's perfect, i think that defines a bonafide action movie. But, on the other hand, there are action movies that i like to watch that really build things up. It has the action split throughout the movie so it's not all boring lol
